| A new EPI report analyzes the recent wave of preemption laws passed by state legislatures to undercut local labor standards. EPI associate labor counsel Marni von Wilpert shows that preemption activity has increased dramatically since 2010, as Republican-controlled state legislatures have repeatedly struck down local government efforts to improve the working conditions of their residents. Just last week the minimum wage in St. Louis was lowered from $10 per hour back down to $7.70 per hour because of a preemption law passed in Missouri. Von Wilpert provides an overview of five areas affected by preemption—minimum wage, paid leave, fair work scheduling, prevailing wage, and project labor agreements—and details the impact of preemption throughout the United States. EPI experts submitted comments to the Department of Labor opposing the Occupational Safety and Health Administration’s proposal to revoke provisions of the “beryllium rule” limiting occupational exposure to beryllium in the construction and shipyard sectors. EPI’s director of policy, Heidi Shierholz, and research assistant Julia Wolfe write that the Department of Labor’s own analysis shows that if these safety rules are rolled back, every year six additional people will develop chronic beryllium disease and four will die of the disease. The costs of these illnesses and lives lost would far exceed the $11.9 million per year businesses would save by not implementing the safety rules. No one should have to put their life or health on the line to earn a paycheck—and these losses are unnecessary and preventable. |

While there have been state-by-state improvements in job prospects for black and Hispanic workers, their unemployment rates remain high relative to those of white workers, according to EPI’s Janelle Jones in her latest quarterly analysis of unemployment by state and race. Despite improvements, the highest African American state unemployment rate (9.7 percent in Louisiana) in the second quarter of 2017 was almost double the highest white state unemployment rate (5.0 percent in New Mexico). In fact, the lowest state unemployment rate for African Americans (5.6 percent in Arkansas) is still higher than the highest state unemployment rate for white workers. |

A new EPI economic snapshot looks at the composition of unions today: forty-six percent of union members are women and more than a third are black, Hispanic, Asian, or other nonwhite workers. Union members also represent a wide range of occupations—including manufacturing workers, graduate students, television writers, and health service workers. |
