GOLDMAN'S EMPTY FLOOR REFLECTS INDUSTRYWIDE CHANGE Goldman Sachs has emptied out the sixth floor of its tower near the Hudson River and consolidated its trading operations on two floors instead of three, Nathaniel Popper reports in The New York Times.

The trading desks on the fourth, fifth and sixth floors were some of the most active and lucrative in the world when the bank moved in almost six years ago, but the ghost town on the sixth floor illustrates the declining expectations for growth in the financial industry.

The Manhattan headquarters is not the only place where Goldman is taking up less space. Across the river, in a tower in Jersey City that Goldman built, the firm has recently finished renting just under a third of the 40-story building to Royal Bank of Canada and New York Life.

Nowadays, when the firm adds employees, it chooses lower-cost locations like Salt Lake City and Bangalore rather than the New York area.

Real estate changes have helped Goldman reduce its costs by 17 percent since 2010 and keep profits stable even as revenue has been unsteady.

Technology has made it less necessary to have so many traders, but the industry is also feeling the pressure from new regulations. Executives at Wall Street banks said last week that they expected trading revenue to fall about 5 percent year on year this quarter.

One set of rules, included in the Dodd-Frank financial overhaul, banned banks from most types of trading with their own money - known as proprietary trading - something Goldman had a reputation for being particularly good at. Goldman eliminated those proprietary trading desks at the same time that it continued to make cuts and move further toward automated, computer-driven trading.

Banks have eliminated more than 20 percent of the front office head count from their Wall Street operations, leading to real estate shake-ups. UBS recently announced it was leaving its huge United States headquarters in Stamford, Conn., for a few floors in a building owned by another bank.
FIORINA'S INFLUENCE AT LUCENT Carly Fiorina's improvement in polls has renewed focus on her tenure as chief executive of Hewlett-Packard, but her career at Lucent Technologies has been treated as little more than a footnote. It shouldn't be, Andrew Ross Sorkin writes in the DealBook column.

At Lucent, she made her name running several divisions and overseeing its initial public offering - at the time, the largest in American history.

Her tenure there has been clouded by what happened two years after she left in 1999. The company, worth more than $250 billion at its peak, nearly collapsed in the face of an accounting scandal and the telecommunications bust. It laid off 50,000 employees in 2001 alone. The company is now worth about $10 billion after merging with Alcatel of France.

Lucent artificially bolstered its financial performance through vendor financing - lending money to customers so that they could buy its products. In 2004, the company settled charges, brought by the Securities and Exchange Commission, of perpetrating a $1.1 billion accounting fraud.

Although Mrs. Fiorina wasn't responsible for the accounting fraud and was never accused of being involved, she worked with and supported some of the employees who came under legal scrutiny for acts that took place after she left.

Former Lucent employees say it is unfair to blame Mrs. Fiorina. Kathy Fitzgerald, who ran the company's communications department, recalled that Mrs. Fiorina was hesitant about using vendor financing and that while she was there "it was constrained."

They also note that Lucent's near-death experience occurred alongside an industrywide collapse. By comparison, Lucent emerged from the telecom collapse in decent shape.

Still, Scott Woolley of Fortune magazine has reported on a questionable deal she championed - a vendor-financed transaction with a small company, PathNet. The sale was valued at as much as $2.1 billion, though PathNet had only $1.6 million in annual revenue. It later filed for bankruptcy.

Lisa Endlich Heffernan's book, "Optical Illusions: Lucent and the Crash of Telecom," also connects Mrs. Fiorina to two other failures while she was at Lucent. When she was running Lucent's consumer products business, Mrs. Fiorina orchestrated a joint venture with the Dutch electronics giant Philips Electronics that turned out to be a mess. She later said it was the biggest mistake of her career.

In 1999, Lucent bought Ascend Communications for more than $22 billion, a deal that may go down in history as one of the worst. Mrs. Fiorina wasn't in charge at Lucent, but she was consulted and didn't object to it.

It is difficult to assess Mrs. Fiorina's career at Lucent, as she was never the chief executive. Nonetheless, her senior role there deserves continued focus as the country debates her presidential bona fides, Mr. Sorkin says.

VOLKSWAGEN TRIES TO CONTAIN FALLOUT Volkswagen has been in damage control mode since news broke of allegations that it had cheated to pass emissions tests in the United States, Jack Ewing reports in The New York Times. Shares plummeted more than 20 percent when trading opened in Europe on Monday. It closed down more than 17 percent.

The chief executive, Martin Winterkorn, issued an apology, saying the company had "broken the trust of our customers and the public."Volkswagen said it would stop selling the remainder of its 2015 model Volkswagen and Audi diesels and would not offer its 2016 diesel cars.

Mr. Winterkorn will have to answer questions about when he and other top executives first knew of the deception at Volkswagen, which is known for being a tightly controlled, autocratic organization.

The software used to manipulate emissions tests in the United States, and the attempts by Volkswagen to deflect official scrutiny, suggest that the cheating was not just the work of a few rogue engineers.

Executives told environmental regulators for more than a year that discrepancies between pollution tests on its diesel cars and the starkly higher levels out on the road were a technical error, Bill Vlasic and Aaron M. Kessler report in The New York Times.

The software it installed measured factors like the position of the steering wheel and the vehicle's speed to sense when the car was being tested, the Environmental Protection Agency said. The car's engine then configured itself to reduce emissions of nitrogen oxide, a gas linked to respiratory ailments.

Volkswagen has struggled in the United States and the new revelations will further undercut its efforts to promote "clean" diesel engines. It will be required to recall nearly half a million vehicles in the United States to fix the illegal software.

In the Breakingviews column, Olaf Storbeck compares the scandal with the rigging of the London interbank offered rate, the rate at which banks charge each other for loans. But while banks could point to rogue individuals to reduce the harm, Volkswagen may struggle to do the same.

A China Bible Woman shares the following situation that helped train her and her children in righteousness while her husband was in labor camp:
One day I said to my children, “The Lord has told me that today I will go to prison for Him. Father is not at home so please behave. Love each other and don't forget to bring food for your mom!”
During that time there were so many prisoners that the government could not provide for all of them so family members provided their food.
The children cried when they heard this. Daniel replied, “But mom, we have only five catties of rice left. How can we have rice and also send you some? When it's all gone, we'll die!”
I told the children, “The Lord can turn nothing into something!” and I reminded them of the story of Elijah and the widow. They had a simple child-like faith and believed that God could provide for their need. So they concluded, “Even though our rice is not enough, we will cook for you too!”
After talking with the children, The Public Security Bureau police came to the door and arrested me. Daniel followed me to the prison to find out which cell I would be in. The younger two children knelt in prayer. As I was taken away, my heart was wrenched as I heard their little voices trailing off.
I was in prison on that occasion for thirty days. All the while Daniel faithfully sent rice for me. When I returned home I asked, “Is there any rice left?”
Daniel's response was, “Mom, our rice container is overflowing!”  It really was. Those five catties had inexplicably grown to about forty catties and were literally overflowing the container.
I said, “Praise the Lord! Now we can continue to cook for the other inmates and feed them as well.” The Lord's grace is beyond measure.
RESPONSE: In fulfilling the functions of the church also in each Christian home, we have the great responsibility to train and instruct our children in faith and righteousness.
PRAYER: Lord, help me model today Your love, faith and righteousness before the little ones I am in a position to influence.

A European Opinion on Personal Data The advocate general of the European Court of Justice, the region's highest court, will issue an opinion on Wednesday on whether people's online data can be shared between Europe and the United States. The case involves claims that Facebook cooperated in the National Security Agency's data collection program, called Prism, and could have wider implications for other American tech companies.

While not binding, the advocate general's opinion will be a sign of how the European court will rule on the case later this year. – MARK SCOTT
Yellen to Speak on Inflation Janet L. Yellen, the Federal Reserve chairwoman, is scheduled to deliver a speech about inflation on Thursday at the University of Massachusetts at Amherst.

The speech comes one week after the Fed concluded its September policy-making meeting by announcing that it was keeping interest rates near zero, in part because of the persistent sluggishness of inflation. Ms. Yellen's speech may shed light on why she thinks inflation has been so slow. – BINYAMIN APPELBAUM
Extradition Hearing in 'Flash Crash' Case Navinder Singh Sarao, a British futures trader, will face a court hearing in London on Friday to determine whether he will be sent to the United States to face charges of engaging in improper trading that contributed to a sudden plunge in American stock markets five years ago, known as the "flash crash."

Mr. Sarao, 36, was arrested in Britain in April and has been fighting extradition. He was indicted by a grand jury in Chicago this month. – CHAD BRAY
Last Revision for Second-Quarter Growth On Friday, at 8:30 a.m., the Commerce Department will release its third and final estimate of economic growth in the second quarter.

The estimate was revised sharply upward to 3.7 percent in late August, and most economists are not looking for another big revision. But some analysts think a slight uptick could be in the offing, with growth boosted by stronger consumer spending and higher levels of construction. – NELSON D. SCHWARTZ
Gauging Consumer Sentiment Also Friday morning, the University of Michigan will release its final reading on consumer sentiment in September. The initial September survey showed an unexpectedly steep drop in the index to 85.7, as worries about volatility on Wall Street and global markets filtered down to consumers.

Apple's iPhone 6S and 6S Plus Go on Sale Apple's latest smartphones, the iPhone 6S and 6S Plus, go on sale on Friday in several countries and territories, including the United States and China. Shoppers who buy the new devices in an Apple store can opt in to the new iPhone Upgrade Program, which includes Apple's warranty program and the option to upgrade to a new phone every year.

Apple recently said that global preorders for the phones exceeded forecasts and that the company was racing to catch up with demand. – KATIE BENNER
