CHINESE STOCKS SLIDE AFTER U.S. SELL-OFF Chinese stocks fell modestly on Wednesday after weak manufacturing data in the United States and China set American set American shares plummeting on Tuesday, Paul Mozur reports in DealBook. The Shanghai Composite closed down 0.2 percent, rebounding from a deeper slump earlier in the day.
The Standard & Poor's 500-stock index slid 58.33 points, or 2.96 percent on Tuesday. Only three stocks in the S.&P. 500 rose, suggesting that the market could have further to drop, Peter Eavis and David Jolly write in DealBook. The weakness in Chinese shares was far from the worst the country has seen over the past month, but came just ahead of a closely stage-managed commemoration of the end of World War II. United States crude was down 1.1 percent at $44.80 a barrel in Asian trading on Wednesday afternoon, while Brent crude oil from the North Sea fell 1.8 percent to $49.14. The oil price had tumbled on Tuesday after three days of sharply increasing prices, Clifford Krauss reports in The New York Times. This added to nervousness about economic weakness - a lower price might signal less demand for oil as economies slow. Combined with ConocoPhillips's decision to cut its work force by 10 percent, the news reinforced the notion that the oil industry was on the decline. Before it made the announcement, at least 176,000 oil workers had lost their jobs globally since 2014. There have been a scattering of bankruptcies in the industry and a growing number of companies have already suspended their dividends or sold assets at low prices to pay interest on their debts. The industry has been whipsawed by contradictory reports in recent days. One OPEC report suggested that the cartel was willing to sit down with non-OPEC producers to shore up prices. Data released by the Energy Department also showed that domestic oil production may have peaked in April and has since fallen by more than 300,000 barrels a day. But on Tuesday, the American Petroleum Institute reported a large rise in domestic crude stocks. Analysts say the price of crude could drop another $10 in the short term, which could see the national average price for a gallon of regular gasoline decline to $2 in many parts of the country over the next few months. But at current prices, the glut is probably not sustainable. Investors appear to be growing more nervous about the strength of the global economy and are scouring the horizon for events that drive markets up and down. The United States releases the latest jobs data on Friday - if employment growth is strong, investors may feel that overseas developments will do little to harm the economy. Robust jobs growth may also make it more likely that the Federal Reserve will raise interest rates this month. The prospect of a September increase in interest rates has worried many economists and investors. In particular, they assert that the low level of inflation in the United States is a sign that the economy is still quite vulnerable to a slowdown.
PUERTO RICO ELECTRIC UTILITY'S DEBT DEAL The Puerto Rico Electric Power Authority, or Prepa, reached a debt restructuring deal with a key bondholder group that would include a repayment reduction of up to 15 percent for bondholders, Reuters reports, citing people close to the talks.
The deal has not been officially signed and could still fall apart, but partiescommitted to it verbally ahead of the Tuesday night deadline. If it goes ahead, Prepa would issue new debt, possibly with a higher credit rating that would lower its borrowing costs. Of the $8.1 billion of debt Prepa has outstanding, about $2.4 billion has been insured, Mary Williams Walsh writes in The New York Times. The negotiations covered only the remaining $5.7 billion. Prepa has been in restructuring talks for more than a year and during that time its creditors agreed not to take any legal action to enforce their claims.
ON THE AGENDA Revised data on productivity and labor costsduring the second quarter will be released at 8:30 a.m. Data on factory orders during July will be released at 10 a.m. Daniel M. Gallagher, a commissioner at the Securities and Exchange Commission, will be a guest on CNBC at 4:20 p.m.
UBER FACES CLASS-ACTION LAWSUIT A federal judge granted class-action status to a lawsuit that questions the employment classification of Uber drivers, Mike Isaac reports in The New York Times.
The ruling will allow a jury to decide whether Uber drivers should be considered employees or 1099 contract workers, named after a tax designation, which does not require the company to pay payroll taxes or apply minimum wage and overtime laws to the drivers.In some states the 1099 classification also exempts Uber from paying for things like health insurance or general vehicle upkeep. "The court concludes that a number of Uber's class certification arguments are problematic," Judge Edward M. Chen of the Federal District Court for the Northern District of California in San Francisco wrote in the ruling. He added that there was "simply no basis" to Uber's claim "that some innumerable legion of drivers prefer to remain independent contractors rather than become employees." The decision paves the way for a legal challenge to the core of the ride-hailing company's business model. Classifying workers as contractors lets the company keep its labor costs low while recruiting scores of people who use their own cars to ferry passengers around. Uber has grown rapidly in just five years and a new service economy has emerged, which applies the same contract-worker model across sectors from house cleaning to grocery delivery. Legal experts said the case would not be decided in the near future, but aruling against Uber would complicate its finances and have implications for more than 160,000 drivers. In his ruling, the judge certified just a portion of the class that the plaintiffs were seeking, narrowing it to drivers who directly contract with Uber and largely to those who were drivers before June 2014. The class-action certification may also set a precedent for others. Lyft, a competitor to Uber, faces a similar class action.
